1966年9月14日、茨城県土浦市生にまれる。高校から大学の在学期間中、二期会の佐藤宏之、佐藤あけみ両氏に声楽とピアノを師事。1988年、第2回青山円形劇場脚本コンクールに佳作受賞（優秀作無しの年）。1990年、病気療養期間を経て、同年、茨城大学人文学部人文学科（西洋中世史）を卒業。地元出版社に勤務。1994年、病気療養期間を経て、同年、お茶の水女子大学人文科学研究科修士課程修了、修士号取得。フランス近世史専攻。
1995年、前年の第六回日本ファンタジーノベル大賞の最終選考作となった『ムジカ・マキーナ』（新潮社）でデビュー。 2002年、井上徹と結婚し、東京へ転居。現在、夫とともに東京在住。2004年、日本ＳＦ作家クラブ加入。2012年 『カラマーゾフの妹』で第58回江戸川乱歩を受賞。2013年、日本文藝家協会加入。2017年より、日本SF大賞選考委員（～2019年）。

Studied vocals and piano in youth, under Hiroyuki and Akemi Sato of Tokyo Nikikai Opera Foundation.
Won the Second Prize in the 2nd annual Aoyama Round Theatre Scenario Competition in 1988 (with no winner of the First Prize).
She majored in occidental history in Ibaraki University, received a Master of Arts in Hestory at Ochanomizu University. Major was the French Revolution.
In 1995, made her debut with “Musica Machina”, which had been nominated as a finalist of the 6th Japan Fantasy Novel Award 1994.
She got married Toru Inoue in 2002, currently lives in Tokyo with her husband.
Joined the Science Fiction and Fantasy Writers of Japan in 2004.
Won the 58th Edogawa Ranpo Prize with “A Sister of Karamazov" in 2012.
Joined the Japan Writers' Association in 2013.
Being member of the selection committee of Japan SF Award from 2017 to 2020.
Takano has given many lectures at many places, including Russian Fantasy Novel Writers’ Convention in Saint Petersburg, Keio University, The English Literary Society of Japan, Ibaraki Prefectural Library, Embassy of the Russian Federation, Ibaraki University, the 2nd International Science Fiction Symposium in Hiroshima, Meiji University, Prefectural University of Kumamoto, Consulate General of Russia in Osaka, NipPop2016 in Bologna, and many other conventions on science fiction, junior high and high schools in Ibaraki Prefecture.
Takano is a member of Japan Writers' Association, Science Fiction and Fantasy Writers of Japan, and a general member of "Japan – Russia" Society.
